Executive Committee

President – Emily Hultquist, AICP

Emily Hultquist, AICP is the current President of CCAPA.  She is a Senior Planner and Policy Analyst at the Capitol Region Council of Governments and has eight years of professional experience in land use, transportation planning and urban design in Connecticut. Ms. Hultquist previously worked as a an Associate Planner in the Connecticut office of the Regional Plan Association.  She is also Secretary of the Board of Directors of Chrysalis Center, Inc. Ms. Hultquist holds an A.B. in Growth and Structure of Cities from Bryn Mawr College and a Masters in City and Regional Planning from the University of Pennsylvania.

Secretary – Khara C. Dodds, AICP

Khara C. Dodds, AICP is the Secretary of the Executive Committee and Director of Planning within the Department of Development Services of the City of Hartford.She graduated with her Bachelor’s degree and Master’s degree from Rutgers, the State University of New Jersey. Khara Dodds has been an active member of CCAPA for the past 4 years where she has served as a member at large on the Executive Committee, a member of the Program Committee and organized outreach events to engage young planning professionals.

Treasurer – Heidi Samokar, AICP

Heidi Samokar, AICP has worked in the public and private sector over the last 16 years.  Before becoming Chapter Treasurer, she was a member of the Program Committee and had also served on the Massachusetts Board. Heidi has been a long-time member of the Southern New England APA Conference Planning Committee and was co-chair of the 2012 Hartford conference.


Heidi Samokar, AICP has worked in the public and private sector over the last 16 years. Before becoming Chapter Treasurer, she was a member of the Program Committee and had also served on the Massachusetts Board. Heidi has been a long-time member of the Southern New England APA Conference Planning Committee and was co-chair of the 2012 Hartford conference.

Government Relations Committee Chair – Jana Butts Roberson, AICP

Jana Butts Roberson, AICP is the Chairman of the Government Relations Committee. She previously served as the assistant to the chair, Chris Wood, from 2011-2013. Jana is currently the Land Use Administrator for the Town of Brooklyn, CT, having previously worked at the Windham Region Council of Governments for many years as their Senior Planner and GIS Coordinator. Jana is a Human Ecologist and the Vice President for the Willimantic Whitewater Partnership, an organization dedicated to improving riverfront access and trail connections, and to making Willimantic a whitewater kayaking destination.

Linnea McCaffrey has been a land use analyst with Robinson & Cole LLP for almost 20 years, with a focus on permitting and project feasibility analysis for commercial development. Prior to joining the firm, Linnea worked in county public transit in Pennsylvania, and as planner for the Town of Windham, CT. She holds a B.A. in sociology from Bryn Mawr College and a master of urban and regional planning from the University of Pittsburgh Graduate School of Public and International Affairs and has been a member of the American Institute of Certified Planners since 1988.

He was previously the Assistant Town Planner in Windsor, the Town Planner in North Branford, and staff planner for a private consulting firm. He is also one of the organizers and managers of the Collinsville Farmers Market.

Past: Zoning Enforcement Administrator/Assistant Planner, Town of Coventry, RI; Director of Planning & Development, Griswold, CT; Part-time Planning & Zoning Agent ,Town of Chaplin, CT. Currently: Certified Planner/Soil Scientist and Project Manager, Boundaries LLC, Griswold, CT; Part-time Zoning Enforcement Officer, Town of Sterling, CT.

Robert A. Phillips, AICP is the Town Planner for the community of Farmington, CT. Mr. Phillips holds both a Master of Public Administration (MPA) and a Master of Science in Natural Resources from the University of Connecticut. He previously served as Town Planner for the Town of Ellington, and as Treasurer of CCAPA. Mr. Phillips resides in Farmington with his wife and 2 children.


Robert A. Phillips, AICP is the Town Planner for the community of Southington, CT. Mr. Phillips holds both a Master of Public Administration (MPA) and a Master of Science in Natural Resources from the University of Connecticut. He previously served as Town Planner for the Town of Ellington, and as Treasurer of CCAPA. Mr. Phillips resides in Farmington with his wife and 2 children.

Professional Development Officer – Susan Westa, AICP

Susan Westa, AICP, is the Chapter’s Professional Development Officer. She has served on the Program Committee since 2010 and on the SNEAPA Planning Committee in 2012 and 2013. Susan is the Community Engagement Director for the Connecticut Main Street Center. She previously worked as an Extension Educator with the University of Connecticut where she served as Co-Director of the Green Valley Institute. She also worked as a planning consultant in upstate New York for many years. Susan has an MS in Environmental Science. She sits on the Town of Mansfield’s Planning and Zoning Commission.

Dan Tuba is a former two term president and two term secretary of CCAPA. He has been deeply involved in the activities of the Board since the 1980s and been a force behind the SNEAPA annual onference every year since its inception. Dan is presently “actively” retired after 40+ years in municipal planning.
