President – Emily Hultquist, AICP
Emily Hultquist, AICP is the current President of CCAPA. She is a Senior Planner and Policy Analyst at the Capitol Region Council of Governments and has eight years of professional experience in land use, transportation planning and urban design in Connecticut. Ms. Hultquist previously worked as a an Associate Planner in the Connecticut office of the Regional Plan Association. She is also Secretary of the Board of Directors of Chrysalis Center, Inc. Ms. Hultquist holds an A.B. in Growth and Structure of Cities from Bryn Mawr College and a Masters in City and Regional Planning from the University of Pennsylvania.
Secretary – Khara C. Dodds, AICP
Khara C. Dodds, AICP is the Secretary of the Executive Committee and Director of Planning within the Department of Development Services of the City of Hartford.She graduated with her Bachelor’s degree and Master’s degree from Rutgers, the State University of New Jersey. Khara Dodds has been an active member of CCAPA for the past 4 years where she has served as a member at large on the Executive Committee, a member of the Program Committee and organized outreach events to engage young planning professionals..
Treasurer – Heidi Samokar, AICP
Heidi Samokar, AICP has worked in the public and private sector over the last 16 years. Before becoming Chapter Treasurer, she was a member of the Program Committee and had also served on the Massachusetts Board. Heidi has been a long-time member of the Southern New England APA Conference Planning Committee and was co-chair of the 2012 Hartford conference.
Immediate Past President – Jason Vincent, AICP
Jason Vincent, AICP is the immediate Past President and Senior Advisor of CCAPA.
Government Relations Committee Chair – Christopher S. Wood, AICP
Christopher S. Wood, AICP is a private planning consultant with over 30 years of experience land use planning and regulation. He has served in senior executive positions with the State of Connecticut, as a land manager and conservation planner for The Nature Conservancy, and as Town Planner for the Town of Woodbury. He currently provides land use planning and regulation consulting for municipalities and private entities.
Program Committee Chair – Linnea McCaffrey
Linnea McCaffrey has been a land use analyst with Robinson & Cole LLP for almost 20 years, with a focus on permitting and project feasibility analysis for commercial development. Prior to joining the firm, Linnea worked in county public transit in Pennsylvania, and as planner for the Town of Windham, CT. She holds a B.A. in sociology from Bryn Mawr College and a master of urban and regional planning from the University of Pittsburgh Graduate School of Public and International Affairs and has been a member of the American Institute of Certified Planners since 1988.
Membership Committee Chair – Alan Weiner, AICP
Alan Weiner, AICP has been a member of CCAPA since 1976 and chair of its Member Services Committee since 1985. Since 1983, he has worked for the City of Bristol, and since 1986 has been City Planner. He was previously the Assistant Town Planner in Windsor, the Town Planner in North Branford, and staff planner for a private consulting firm. He is also one of the organizers and managers of the Collinsville Farmers Market.
Communications Committee Chair – Rebecca Augur, AICP
Rebecca Augur, AICP is a Senior Planner with Milone & MacBroom, Inc. where she works on a variety of community and land use planning projects. She previously served as an Assistant Town Planner in Cheshire, CT and as a Regional Planner at the Capitol Region Council of Governments. She holds a Masters of regional planning from UMASS and a Bachelor of Arts in International Studies from Marlboro College.
Member-At-Large – Demian Sorrentino
Demian Sorrentino enjoys working in a fast-paced, customer-driven environment
where interpretation/application of regulatory requirements and responsible design result in projects that are mutually beneficial to clients and host municipalities. Past: Zoning Enforcement Administrator/Assistant Planner , Town of Coventry, RI; Director of Planning & Development, Griswold, CT; Part-time Planning & Zoning Agent,Town of Chaplin, CT. Currently: Certified Planner/Soil Scientist and Project Manager, Boundaries LLC, Griswold, CT; Part-time Zoning Enforcement Officer, Town of Sterling, CT.
Member-At-Large – Robert A. Phillips, AICP
Robert A. Phillips, AICP is the Town Planner for the community of Farmington, CT. Mr. Phillips holds both a Master of Public Administration (MPA) and a Master of Science in Natural Resources from the University of Connecticut. He previously served as Town Planner for the Town of Ellington, and as Treasurer of CCAPA. Mr. Phillips resides in Farmington with his wife and 2 children.
Professional Development Officer – John Pagini, AICP
John Pagini, AICP has a BA in Geography from CCSU, an MPA from the University of Hartford, and has served mainly as a public sector planner in Connecticut, Colorado, and Massachusetts. Among the positions he assumed was Director of the Nantucket Planning & Economic Development Commission. He has served on multiple Committees, among them Governor Romney’s Highway Design Manual Task Force, and has served as CCAPA’s Professional Development Officer for the past eight years.
Member-At-Large – Dan Tuba
Dan Tuba is a former two term president and two term secretary of CCAPA.He has been deeply involved in the activities of the Board since the 1980s and been a force behind the SNEAPA annual conference every year since its inception. Dan is presently “actively” retired after 40+ years in municipal planning.
