2008 Legislative Session Underway
“Responsible Growth” Concepts Need Help
With the 2008 session underway, several proposals intending to promote responsible growth management are under consideration. In addition to offering assistance to the Planning and Development Committee to craft legislation that can be effective, CCAPA has identified an opportunity to address a growing concern to many communities that are seeking to implement development plans but facing resistance by State agencies based on the State’s “Locational Guide Map” incorporated in the Conservation and Development Policies Plan.
Current CCAPA position papers may be reviewed via the 2008 Position Papers link below.
CCAPA members should contact the Planning and Development Committee, especially if you have a local legislator on the Committee, to recommend that these bills be more carefully evaluated with consideration of actual planning and development conditions in our communities. In particular, towns that have encountered obstacles from State agencies based on the Locational Guide Map should provide specific examples of why that process does not promote responsible growth.
We will attempt to keep the membership updated on the status of these and related proposals as the session progresses. The link below to the power point presentation “Navigating the General Assembly” offers tips for tracking legislative developments on your own, and members are encouraged to do so and forward any discoveries, questions, or comments to me at the email link above.
