The Land Use Education Partnership

The Land Use Education Partnership is a group of volunteers representing several areas of land use expertise. Our goal is to offer regularly scheduled workshop sessions for local land use board members with up-to-date information on the regulations, processes and technical issues that face them as decision makers.

What is offered:
Three (or more) sessions free of charge, or at nominal cost, at a convenient location in your area, presented by land use attorneys, professional planners and landscape architects. Topics include roles and responsibilities of board members, legal procedures, and understanding and working with site plans.

Who should attend:
Town planning, zoning, and zoning board of appeals members are especially encouraged to attend. Also welcome: town staff, including zoning enforcement officials, planners, building officials, conservation and inland wetlands commissioners, elected officials, and other town board members.

When and Where:
Sessions are being offered throughout the state. You can attend when and where it is most convenient for you. The dates and location for the series are listed below. Bookmark this page for subsequent listing of sessions as they become scheduled.


The Green Valley Institute and the Windham Regional Council of Governments is co-sponsoring a series of workshops for new land use commissioners.

April 17th Roles and Responsibilities
Legal basis of land use regulations in Connecticut, powers and duties of planning commissions, zoning commissions, zoning board of appeals, inland wetlands and watercourse agencies and conservation commissions. Taught by Jim Gibbons, UConn Cooperative Extension System, Land Use Educator.

May 1st Rules and Legal Procedures
Rules of conduct for land use boards, decision and application timetables, how to conduct meetings and public hearings, conflict of interest, answers to frequently asked questions. Handouts are time-tested outlines including case law. Taught by an attorney from the CT Bar Association's Planning and Land Use Section.

May 15th Map Reading and Site Plan Review
How to read and interpret maps and drawings that are presented in a typical site plan and subdivision review. Taught by John Rozum, CT NEMO and Paula Stahl from the Green Valley Institute.

All workshops will be held at the Ashford Town Hall (Rte 44 just west of the intersection with Rte 89) Sign-in begins at 6:45 pm; each session begins at 7:00 pm promptly.

Fee is $5 for one session, or $10 for all three, to cover the cost of the materials. Please preregister.
