Connecticut’s South Western Region
Watershed Based Management Planning
The South Western Regional Planning Agency (SWRPA) invites Project Proposals including
Statements of Qualification from consultants and/or firms having expertise in environmental
planning, scientific analysis and environmental engineering. SWRPA has received funding from
the Connecticut Department of Environmental Protection (DEP) through a United States
Environmental Protection Agency Clean Water Act Section 604 (b) Water Quality Management
Planning Grant to develop draft watershed based management plans for the Saugatuck, Mianus,
and Five Mile Rivers; and to update and revise the Norwalk River Watershed Action Plan.
The purpose of this solicitation is to procure the services of a qualified consultant or consultants
to assist in data collection and the development of watershed based management plans for two
separate projects:
Project A: The development of Draft Watershed Based Management Plans for the Saugatuck,
Mianus, and Five Mile Rivers (Attachment A); and
Project B: The update and revision of the Norwalk River Watershed Action Plan (Attachment
B).
Interested firms are invited to respond for one or both of the above-mentioned projects.
SWRPA will accept complete proposal packets, by mail or in person, until 12:00 p.m. (noon) on
19 March 2010. Respondents must submit one (1) original, six (6) copies and one (1) digital
copy on CD of their proposals to:

Town of South Windsor
Request for qualifications for update of plan of conservation and development
The Town of South Windsor is accepting statements of qualifications and generalized scope of services from qualified professional planning consultants/firms for updating the Town Plan of Conservation and Development, including all requisite associated documents, presentations, plans and maps. Consultants/firms shall have extensive experience and knowledge in the fields of municipal planning and zoning including but not limited to land use, traffic, economic, environmental and development trends.
Interested consultants/firms should submit four copies each of a statement of qualifications, generalized scope of services, curriculum vitae of personnel to be assigned to this project, a list of personnel in respective fields of study, and past and present clients.

Village Center Vitality Program
The Northwestern Connecticut Regional Planning Collaborative, through the Northwestern Connecticut Council of Governments and the Litchfield Hills Council of Elected Officials, is seeking proposals from qualified individuals or firms with small town economic development expertise to support the design of a Village Center Vitality Program for small towns in northwestern Connecticut. The project and proposal requirements are described in the RFP, available here.
Responses are due January 22, 2010 and selection is anticipated by early February 2010. The project completion date is mid-August 2010.

Town of Preston
For the preparation of a Plan of Conservation and Development for the Preston Riverwalk, the Former Norwich State Hospital Property
The Town of Preston is seeking proposals for the preparation of a Plan of Conservation and Development for the Preston Riverwalk, The Former Norwich State Hospital Property.
The project is being funded by a grant from the Connecticut Commission on Culture and Tourism with funds from the Community Investment Act of the State of Connecticut and by funds from the United States Department of Agriculture, Rural Business Opportunity Grant. City of New Britain
Historic Preservation Action Plan
The City of New Britain, through its Purchasing Agent, is seeking proposals for the services of a professional consultant to perform various tasks related to the development of a historic preservation action plan. The primary focus of this effort will be to develop strategies, policies, guidelines and processes for encouraging the preservation of important historical and architectural resources, focusing primarily in and around the city’s downtown core. This work will be undertaken with the overall goal of encouraging re-habilitation, adaptive re-uses and compatible new construction which will serve to enhance the urban environment, preserve the city’s existing historical and architectural resources, and act as a catalyst in the revitalization of the downtown.

City of New London
Neighborhood Revitalization and Visioning Study
The selected consultant or consultant team will study ways to spur appropriate public and private reinvestment and renovation of an economically challenged collection of dilapidated and renovated historic homes, vacant lots, historic and cultural institutions and commercial and mixed use developments in the study area.
Particular attention should be paid to the visioning work, which will be the centerpiece of the effort.
